Video Description: The team of officers at PMIDC sharing insights on mSeva. This module will help you understand the mSeva initiative and implement the learnings as an e-governance solution for citizen centric service delivery. Video Transcript: Speaker 1: If it is your work, you will only have to do it. This is because an external non-governmental organization cannot understand the problems faced within a ULB. No one can understand the problems faced by internal ULB staff better than you. Speaker 2: Earlier a platform would be made in the form of silos. Moving one silo would disrupt the entire platform. So the benefit of having micro-services (they are also used in platforms like Netflix and Uber) is that even if you make changes in one place, the entire platform will not get affected and stay intact. Speaker 1: We started with Greenfield areas because they didn’t have a system in place so there was no resistance. In places where we digitized their data, it was very easy for them because we gave them transparent instructions on how they would mobilize monetary resources for the initiative, how they would hire people, etc. We told them “this would be the fit charge, now whatever money you need, you take from this. And this is the deadline, you employ 3-4 outsourced employees, get your register digitized within a week, and send it to us.” Speaker 2: We have some MIS experts in the field who work under Swachh Bharat Mission. We first called them here and told them about the system. ‘Train the trainer’ approach was used. Our target was to cover 100 ULBs, so we gave each one of them 15-20 ULBs and told them,“It is your responsibility to explain to everyone how to fill the templates, check them and then send them to us.” Speaker 1: After completing 10 ULBs everyone started feeling the pressure. “If they have done it, we will also do it, digitize the data from register to excel format.”
