1.4_ Stabilize processes

Video Description: The team of officers at PMIDC sharing insights on mSeva. This module will help you understand the mSeva initiative and implement the learnings as an e-governance solution for citizen centric service delivery. Video Transcript: Speaker 1: The maximum services that we have for mSeva are (within the framework of) Apply, Verify, Inspect and Approve. Regardless of what is being done, we say these are the four roles that will remain. It is up to you to decide who is responsible for these roles but these four steps will remain. For validation, a few points were set like how much is the count… There were a few basic points that were enough to understand whether the data is accurate or not. We spend some time putting everything on excel and applying pivots to validate the data. On the basis of this data, we documented the experiences that we have. We create mail to ensure that the next ULBs that come, they do not make the same mistake. We document these as learnings. We digitise their data and get a sign off from them so that when it is sent officially, they will make sure the data is correct. Despite conducting this activity, we received a huge number of data issues. Actually, when the bill reaches the citizen and they come to pay it, that is when they realise there are a lot of mistakes. We have made a format for corrections as well. There is a screen within the system for data corrections. First level check is done by the MIS expert. The second level of check was done by my developers, who have migrated the data. They would check it and then migration already has checks as well. So, the data goes through these two-three levels of checks. In the trade licence we changed the workflow two times because we were not clear if we should take payment after approval or before. If we were taking the payment later, what was happening that there were many cases where approval had happened and nobody was coming to pay. The payment has been left as is. Then employees were complaining that we did the inspection and everything else but our effort is getting wasted as citizens are not coming back to pay. Then we had to change the workflow because if you have to make it auto then you have to take payment before approval. So when a citizen applies, they will also make the payment and the next level then starts. Even in that, there were issues initially and gradually the problems were solved. Now we don’t face these kinds of issues.
